The state estimates that on any given day, more than 3,000 people illegally pass a stopped school bus. WNCN Investigates found that if buses are on the road for about 250 days of the year, on average drivers pass a stopped school bus more than 750,000 times each year.
But only 1,322 people were charged with passing a stopped school bus during the 2013-14 fiscal year, meaning less than 1 percent of drivers who pass stopped school buses are prosecuted.
