Duke Energy plans to retire coal plant in Asheville: residents in Carolina …

CAMPOBELLO, SC (FOX Carolina) –

A new power transmission line route is being researched and planned by Duke Energy and some people in the Carolina Foothills are speaking out against the idea of adding a giant power line in their community.

Duke Energy plans to retire their coal power plant in Asheville and upgrading to natural gas and solar energy, but it could negatively impact some conservation easements near the North Carolina-South Carolina border.

The proposed transmission line will potentially run through Buncombe, Henderson and Polk counties in North Carolina as well as Greenville and Spartanburg counties in South Carolina. 

Something that hundreds of homeowners like Sally Rock would like to avoid having in their back yards.

“What the power line proposes is a major threat to undo and unravel all of this effort and destroy what you see is a virtually pristine area that is affectionally known as the foothills,” Rock said.

Campobello resident Bob Then was one of the 3,700 Carolina Foothills residents who received letters from Duke Energy about the project, because his home is within 500 feet of the potential route. 

“When I got the letter I was very concerned not only for the aesthetics, but also health issues and water issues,” Then said.

The company is considering building a new substation in northern Spartanburg County that will connect to their Asheville power plant.

“This little river valley has some of the most historically significant sights in upper Spartanburg County,” resident Joanne Quantannens said.  “We certainly feel that the study area is very narrowly drawn and it zeros in on some of the most environmentally sensitive land, some of the most historically significant land and some of the most economically productive land.”

The Western Carolinas Modernization Project is a part of duke’s plan to retire their coal power plant and switch to cleaner energy.

“We are looking at a comprehensive project for the Western Carolinas that would improve reliability and support customer growth in the years to come,” Duke Energy Senior Communication Consultant Ryan Mosier said.

The project is slated for completion in 2019 and Duke Energy says it will provide hundreds of jobs during development, but homeowners in the Carolina Foothills say it would wreck their property values and tourism.

“It could have a terrible economic impact on us,” homeowner Madelon Wallace said.  “Our major economic driver in this area is horses, tourism, wineries and agriculture…and we worked very hard over the years to build a strong economy in this area centered around those things.”

Duke Energy will hold three public meetings on the company’s plans to construct a 45-mile high-voltage power line from Asheville, N.C., to a Campobello substation.  The final route will be announced in the fall.

The real threat to NC beaches is not sharks

Sea-level rise 2In the aftermath of the troubling shark attacks that have plagued North Carolina beaches this summer, there’s been a natural tendency to worry about the economic impact — both short and long-term — on the beach tourism economy. Bloody, weekly attacks by wild animals are not exactly what you call good publicity.

As Ned Barnett of Raleigh’s News Observer explained over the weekend in an essay reviewing coastal expert Orrin Pilkey’s new book, “The Last Beach,” however, there’s a much bigger threat looming to the beach economy. It’s called humans.

Here’s Barnett:

“Beaches move, and with rising sea levels they are moving faster. People try to slow or halt the process by dredging up sand or erecting imposing seawalls, but those are destructive and doomed efforts. To save the beaches, we must let beaches go where and how they want.

That humans should harmonize with beaches rather than try to control them is the theme ‘The Last Beach,’ a new book by Orrin H. Pilkey and J. Andrew G. Cooper. The book looks at the embattled state of beaches around the world where foolish beachfront construction, Sisyphean beach re-nourishment efforts and pollution from sewage, garbage and oil are ruining one of the world’s idyllic wonders, the broad stretches of sand where the land meets the sea.

‘Can we imagine a world without beaches?’ the authors ask. ‘As inconceivable as it might seem, such a loss is a distinct possibility, thanks to the way we abuse the shoreline at this time of rising sea level.’”

The bottom line: It’s understandable that beachfront property owners love their little pieces of paradise and want to freeze them in time time, but such acts are not only futile; they’re helping to assure that future generations will be denied the joys of beach/ocean tourism. And that’s one very extreme and costly way to cut down on the number of shark attacks.

Injured Veterans Tackle New Challenges During Soldier Ride North Carolina

Former Congressman McIntyre steps into new role: lobbyist

Former Congressman Mike McIntyre left office six months ago, but he’s still meeting with local officials and special interest groups. The only difference is, this time he’s coming at issues from the perspective of a lobbyist.

McIntyre is now senior adviser and director of government relations for the PoynerSpruill law firm in Raleigh, which among other things lobbies for legislation and government policy on behalf of clients. The longtime 7th Congressional District representative was known for his steadfast support of beach renourishment, deepening the Wilmington harbor to allow larger ships into the port and support of the military.

He says he’s still passionate about those issues, and Wednesday he was trying to drum up business as well. He spent much of the day meeting with officials in Wrightsville Beach, Carolina Beach and Wilmington, and he attended a meeting of the Wilmington-New Hanover Port, Waterway and Beach Commission.

During his tenure McIntyre, a conservative Democrat, put a high priority on constituent service, to include the coastal communities in the district he represented for 18 years. His remarks to the waterway and beach commission frequently alluded to his assistance with the issues he was discussing, such as sand replenishment projects for the beaches and shallow-draft inlet dredging.

He reminded members of “the history and passion I still have” for coastal issues.

“And I am working from the standpoint that our beaches are indeed an economic engine and an environmental treasure,” he told the commission, which includes elected officials from New Hanover County and its four municipalities, as well as appointed members.

He rattled of a few achievements such as persuading his fellow members of Congress to extend Carolina Beach’s dredging program for 15 years as it was about to expire. Keeping sand on the beaches is one of the top priorities of local officials because tourism plays such an important role in the economy.

Dennis Barbour, chairman of the waterway and beach commission and a former Carolina Beach mayor, said McIntyre also called one Election Day informing him that he had secured $500,000 to maintain Carolina Beach Inlet. “That was a good call, especially on Election Day,” he said.

McIntyre is banking on his reputation as a congressman to help him in his new career.

Among other things, McIntyre said he believes it is important that coastal communities be represented on the issue of oil and gas exploration offshore.

The American Petroleum Institute has estimated that jobs and annual revenues from oil and gas drilling would be significant, but no profit-sharing agreement is in place. Gov. Pat McCrory and Republican lawmakers have eyed that possible windfall as a way to balance the state budget, but critics of drilling take issue with the optimistic estimates and point to the environmental risks.

“If it were to come to pass, there is no doubt those communities would want to be part of” a revenue sharing program, McIntyre said. But under current federal law, neither North Carolina nor the beach communities would share in the profits.

If that were to change, N.C. General Statute 113B-20 outlines how the state’s share would be allocated. Seventy-five percent would go to the general fund. None would come directly to the towns, although the Department of Environment and Natural Resources would get 5 percent to use for such purposes as beach and inlet projects.

During his brief talk, McIntyre did not directly solicit business but merely shared his credentials and let officials know he’s available should they desire his services. The New Hanover County Commissioners already have a lobbyist who focuses on beach issues, former state Republican Chairman Tom Fetzer, who also has joined the lobbying world.

But there are a lot of small beach towns out there, and McIntyre is visiting them all. So far he has talked with officials of 10 coastal communities in Southeastern North Carolina, including the three he visited Wednesday, and he said he was heading up the coast toward Dare County for another series of meetings.

Because he left office less than a year ago, McIntyre may not lobby Congress yet. But hard-fought rules to address the so-called “revolving door” between Congress and the lobbying industry do not prohibit him from lobbying state lawmakers or even federal agencies.

For now, he is making the rounds, passing out business cards, shaking hands and visiting many of the same places he saw while he was still in office.

Cigar City CEO: 3 lessons NC can teach Florida about craft beer

Survival in the craft beer business ought to boil down to just making quality brew, as Cigar City CEO Joey Redner puts it.

But some outside obstacles prevent brewers from breaking into a $19.6 billion retail marketplace. A few of those obstacles have been solved by a state that rivals Florida for attracting craft beer tourism — North Carolina.

Redner recently returned to Tampa from a drive to the Tar Heel State. On July 9, the face for Tampa Bay’s craft beer scene shared three areas North Carolina has mastered but Florida needs to improve on.

Tampa Bay’s craft beer scene has grown over time and will continue. The scene is part of a growing patron culture that wants to support locally made drink and food as well as meet the makers.

Florida brewers must seek more exposure and make their presence known in the community, Redner said. They should be a presence in the tasting rooms early-stage breweries use to get brew feedback and make revenue.

“That personal contact helps someone choose to support your product,” Redner said.

The most recent legislative win for Florida’s craft beer scene was getting rid of a ban on half-gallon growlers. Redner counts it as a victory, but one for beer consumers instead of beer producers.

Brewers in Florida face many more regulatory hurdles that stifle business, hurdles North Carolina has done away with.

North Carolina law allows many exceptions to sell alcohol in dry counties. It also allows smaller breweries to distribute their own beer and sell it at farmers markets.

Changes to Florida law could disrupt the traditional three-tiered system of alcohol separating brewers, distributors and retailers.

But giving early-stage, small-scale craft beer makers more outlets to raise revenue will hasten their brands’ marketability. Distributors win by then having more profitable brands to distribute, Redner said.

Beyond that, the Dixie Highway’s success as an idea, if not as a finished transportation route, demonstrated that roads needn’t—and shouldn’t—be the almost exclusively local matter they had always been. They plainly contributed to the public good—economically, culturally, and socially—and deserved the attention and support of the federal government.

Wildly successful as the producer of chemical auto headlamps, Fisher had sold that company and plowed the proceeds into an overgrown sand-spit just off the Miami shore, which he was marketing as a warm and welcoming Eden for Yankees who were sick of vistas of frozen corn stubble.

But when the DHA convened in Chattanooga to choose a route to Fisher’s holiday haven, the meeting quickly devolved into a scrambling donnybrook, as 5,000 boosters from Michigan to Florida thumped to bring the highway and its rolling business through their respective hometowns. There were just too many communities and too little road to include them all. Soon, suspecting that the fix was already in, they went for the organizers.

“People were shouting at each other,” Ingram writes. “All these different communities sent delegations thinking that if they just showed up with a lot of cars, ticker-tape and a big presence, they could sweet talk their way into the project. But everybody else thought the same thing.”

The raucous meeting in the shadow of Lookout Mountain—just 50 years after the end of the Civil War—quickly became known as the Second Battle of Chattanooga. The panel of governors Fisher had recruited to designate a route tossed the hot potato to a study committee. A month or so later, the committee came back with a plan that didn’t so much choose a path for the Dixie as expand it. 

There would be two parallel routes, a western track running south from Chicago through Indianapolis, Chattanooga, Atlanta, and Tampa; and an eastern one from upper Michigan through Cincinnati, Asheville, Savannah, and Jacksonville.

Together with several east-west connectors, this would more than double the mileage of Fisher’s original plan. Though overall this would have been very beneficial—transforming a distinctly limited tourism artery into a more useful network of interregional roads—in reality the DHA’s capacity to get the work done was limited. This was especially true down south, where roads were in the worst shape and funds were almost nonexistent.
