Chimney Rock offers variety of ways to see fall colors

CHIMNEY ROCK — Weekly fall color and wildflower reports for Chimney Rock and its 75-mile panoramic views are available at chimneyrockpark.com to help the public know where and when to find the best color. Peak fall colors are expected to appear in Chimney Rock and Lake Lure between mid-October and early November.

Chimney Rock at Chimney Rock State Park offers a variety of ways to admire autumn colors this year, from expert- and self-guided hikes to rock climbing and a photography workshop.

Chimney Rock and Lake Lure have a large range of colorful tree species and an elevation ranging from 1,100 to 2,500 feet, which are ideal conditions to create a long window for optimal viewing. Peak colors typically arrive at the park’s higher elevations around mid-October and spread down to the lower elevations through early to mid-November.

Early leaf colors are just beginning to show on the higher-elevation roads leading to Chimney Rock State Park and will dot the ridges and upper trails in the park. Splashes of red will appear in the dogwood and sourwood trees, along with yellows in the poplars. Already, fall wildflowers such as goldenrod, snakeroot, turtlehead, a variety of asters and foamflowers are popping up along the park’s trails.

Editorial: Duke right to re-examine project

Overwhelming opposition to Duke Energy’s plan to run a 40-mile long transmission line from Upstate South Carolina to the Asheville area has caused the utility to announce it will re-examine the project. The delay is a victory for the groups and individuals who have vigorously opposed the plan that many feared would severely damage the stunning beauty of the area that would have been affected.

Duke’s response means at minimum that it will not try to force through a project that had little public support and extraordinary opposition. The delay gives Duke time not only to review the 9,000 comments it has received but also, more importantly, to more thoroughly consider alternatives to delivering power to the Asheville area.

“Our goal is to have the best possible plan with the least impact on property owners, the environment and the communities we serve,” said Robert Sipes, Duke general manager of Western North Carolina delivery operations, in an statement. “Concerns about the transmission line and substation — and the potential impact on tourism and mountain views we all enjoy — are significant.”

In an August guest column in The Greenville News, Sipes presented the case for Duke Energy investing in new electrical infrastructure to meet growing needs. He said Duke planned to invest $1.1 billion to ensure it could handle growing demand as communities prospered.

Over the next several years Duke planned to retire the Asheville coal plant, build a 650-megawatt natural gas-fired power plant and install solar generation. Plans were to build a new substation in Campobello, and a new 40-mile, 230-kilovolt transmission line to connect the region and the new plant to the existing electric grid.

Where the plan inspired the most controversy was with the huge transmission line that would run through what some environmental groups called “some of the most ecologically important lands on the planet.” If that wasn’t enough, people along potential routes stood to lose land and have their lifestyles disrupted. Also, the threat of the transmission line paralyzed future land development in the area.

Brad Wyche, founder and senior adviser of Upstate Forever, did not exaggerate when he said two months ago that Duke’s proposal “has been greeted by a tsunami of public opposition.” The opposition was strong, well-informed and highly energized.

Wyche was just one of the people asking Duke not to follow through with the proposed project, and as a reasonable leader should, he proposed a number of alternatives for Duke to provide electrical power to its customers. He said the gas plant Duke wanted to build in Asheville was twice the size of the smaller coal plants being closed, and by reducing the size of the plant Duke could avoid the transmission line entirely.

Other alternatives, according to Wyche, included expanding energy efficiency programs as well as the use of solar energy. “No one questions the need for Duke to provide electrical power to its customers, but there is a better way to do it than through this nightmarish proposal,” Wyche wrote two months ago.

Authoritative and well-organized opposition surely helped Duke hit the pause button on its plans. So did the fact that several city and county councils opposed the plan, and there was a hint of a legal challenge.

Duke’s announced delay clearly is a victory, or at least a partial one, for the organizations and thousands of citizens that have opposed the transmission line project. “We hope Duke Energy will use the next month to come up with a modern and affordable alternative as a Thanksgiving gift for the Carolinas,” Frank Holleman, senior attorney with the Southern Environmental Law Center, was quoted as saying in a Friday Greenville News story by Tonya Maxwell.

That’s a reasonable hope for people who understand and respect the need for Duke to meet energy needs in our region while it also protects the environment and preserves the character of our region.

Floods don’t stop some Myrtle Beach tourists, others still unsure about trips

Rainy weather and flooded roads did not stop some tourists from following through on plans to vacation at the beach this past weekend but road conditions through several states still have tourists concerned.

A group of businesswomen, determined to get to the beach for some much needed relaxation, drove through pouring rain Saturday all the way from Ashland, Ky., to get their vacation started.

“There were supposed to be seven of us but three bailed. They were afraid,” Joyce Rakes Boggs said Monday while enjoying a pedicure with her friends. Boggs said the group had looked forward to time with “no men, no kids” and leaving behind hectic jobs with long hours.

The rain did not prevent them from enjoying their time while it pelted Myrtle Beach and flooded roads. “We stayed in our pajamas all day Sunday, cooked dinner in, read books and relaxed,” Boggs said.

“We’ve been telling visitors all day, as long as you can get here, you’re going to have a great time. However, the challenge is getting here. They may want to push their travel out a day or two and look for alternate routes.” Brad Dean, president of the Myrtle Beach Area Chamber of Commerce

The only problems they had occurred when water started pooling in the parking lot at Pelicans Landing and they had to move their cars across from their rented condominium to a higher elevation. On Monday, in addition to their pedicures, the women planned a day of shopping and a movie in place of a day at the beach.

“We had planned this trip and we were not stopping,” Boggs said. She quoted her friend Tammy Wheeler who said, “A bad weather day at the beach is still better than a day at home or work. We’ll take the hurricane.”

Other vacationers were not quite as brave as Boggs’ group. Tom Moore, general manager of the Hampton Inn Suites on South Ocean Boulevard, said he had counted 135 cancellations as of Friday afternoon and finally lost count.

“That hurt. That was tough. But when people see the bad weather coming that’s what happens,” he said. Moore said everyone who canceled received a 100 percent refund.

“We took a strong hit but what could we do. Things like that happen and we don’t hold them (tourists) to it,” he said. “They’ll remember us down the road when they come back.”

Moore said some visitors who had planned to leave over the weekend had to stay longer because of road conditions. He also noted that some of his staff could not make it to work because they could not get there due to the flooding.

Moore said the outlook for this week is good and callers were already booking rooms for the Columbus Day weekend. He said the hotel as of Monday only had 30 rooms open out of 227. “I feel like the way the forecast looks, we’re going to do good,” he said.

Inquiries have poured into the Myrtle Beach Area Chamber of Commerce mostly from people trying to determine if they should move forward with plans to visit the beach this week.

Chamber President Brad Dean said from the number of inquiries it “looks to be a pretty busy week.”

Dean said his office is fielding calls letting potential visitors know that there are some closures but with sunshine expected to return, the beach is “up and running.”

“We are urging people to take care getting here,” Dean said. “But once they are here their problems will be few and far between.”

The chamber, along with Horry County officials, is urging travelers to visit Department of Transportation websites to get updated information on road conditions.

“They need to evaluate the different road options and take into consideration closures,” Dean said. He said the chamber has been working with a number of groups that had meetings or conferences planned, working to relocate their activities if they were scheduled for outdoors.

“We had a large group of Brazilian media here this week and they’ve gotten to see Myrtle Beach indoors more than planned,” he said. “The good news is they also spent more time in Myrtle Beach than they had planned.”

Dean said calls coming in to the chamber are mostly from people trying to decide whether to come or to cancel.

Whether to come or cancel is the question nagging a group of 45 women scheduled to attend a Pisgah Seventh-Day Adventist Church retreat/vacation. Gloria Dorsey said her group has traveled from just outside Washington, D.C., for the last 15 years to hold their retreat at Island Vista Resort in Myrtle Beach.

Late Monday, the group’s leadership decided to brave the conditions and head for the beach, leaving on Wednesday or Thursday.

“The resort says they are in good shape but when you are in leadership you don’t breathe until everyone is back home safely,” Dorsey said. She said that while some of the women fly into town, most drive separately coming at different times and from different directions.

Dorsey said she had been listening to Gov. Nikki Haley on TV and had been monitoring the DOT websites about flooding, downed trees and damaged bridges across South Carolina.

“The other scary thing,” she said, “is where is all that water from Columbia going when it has to move downstream toward the ocean.”

Horry County spokeswoman Lisa Bourcier said while the county has “boots on the ground” checking all the roads, the best advice they can offer is to visit DOT websites for the routes in each state that people plan to take.

“They may need to cross check websites to see what roads have been impacted,” she said.

Event to explore link between tourism and downtowns – Asheville Citizen

CULLOWHEE — An all-day conference at Western Carolina University next month will take a closer look at the connection between healthy downtown districts and tourism in the state’s 26 westernmost counties.

Presented by the WCU College of Business, the third-annual LEAD: Tourism conference will take place from 9 a.m. to 4 p.m. Nov. 10 at the Ramsey Regional Activity Center.

“Much of the tourist spending and activity in Western North Carolina revolves around small rural towns,” said Steve Morse, director of WCU’s Hospitality and Tourism Program and organizer of the conference. “To attract tourists, many small towns have enhanced and developed their main streets and surrounding areas to increase tourist spending that supports new business, jobs and significant investment in rural downtown districts.”

Topics will include economic development strategies for downtown revitalization, best practices for small town main street development, things tourists are looking for in downtowns, as well as turning local assets into community pride and tourist spending, understanding the economic power of authenticity and the role of the creative arts in downtowns.

Scheduled speakers for the event include U.S. tourism and destination marketing expert Berkeley Young; community economic development expert and HandMade in America founder Becky Anderson; Liz Parham and Sherry Adams from the N.C. Main Street Center; former Georgia Main Street director Billy Parish; and George Brown, dean of WCU’s College of Fine and Performing Arts.

The event is expected to attract elected and appointed government officials, tourism representatives, economic development organizations, chambers of commerce and owners of private sector businesses in the hospitality and tourism industry.

The last tourism conference attracted approximately 200 attendees.

Six City Council finalists debate – Asheville Citizen

ASHEVILLE — In their first meeting since the Oct. 6 primary, the six finalists in the City Council election traded ideas and a few jabs in Friday’s candidate forum sponsored by the Citizen-Times.

The forum, held in AB-Tech’s Ferguson Auditorium, was the first since the narrowing of the field from 15 primary candidates. A total of 164 people, plus candidates and Citizen-Times staff members, attended.

Candidates continued to wrangle over a hotly contested piece of city-owned land downtown and whether it should be a park or a tax-revenue producing building that includes some public space. They also debated affordable housing issues, talked about under what circumstances they would raise taxes, and revisited the city’s ban of renting out homes on a short-term basis to tourists. Jobs, public transit and policing improvements also took center stage.

The candidates in the Nov. 3 general election are environmental nonprofit director Julie Mayfield, financial adviser Rich Lee, deputy clerk of Buncombe County Superior Court Keith Young, LGBT advocacy group campaign manager Lindsey Simerly, Habitat for Humanity assistant manager Brian Haynes and Vice Mayor Marc Hunt.

Young

“We are definitely a diverse community, but sometimes you don’t see that. We are hidden some times,” said Young, the only African-American candidate and a force behind the black youth empowerment group Hood Talk.

“We need to shape our vision moving forward that Asheville will include everyone from both sides of the tracks, from all walks of life, and that representation is broad and sweeping,” he said.

Young said that included single mothers, young people, old people, those who have to get up in the early morning to catch the bus and get there “two hours early.”

“I want to be a voice for people, people of this city. Not just black people. Not just white people. Everyone. Rich, poor, young, old. All those folks deserve representation,” he said. “And that is why I’m here, because I hear you. I hear when you speak. I hear when you say in East Asheville that our library is in shambles. I hear the folks who say we want green space protected. I hear you when you say affordability is an issue. Let’s act on it.”

Simerly

“I hope one thing that can be taken away tonight is that I’m an experienced policymaker, collaborator, and I know when the time is right to fight on issues that matter to all of us,” she said. “I’d be proud to be a representative from East Asheville. I’d also be proud to be the first openly LGBT City Council member.”

“Back in 2011 when the Affordable Housing Advisory Committee started, one of our most clear goals was helping to elevate affordable housing as a community issue,” said Simerly, who is chairwoman of that city committee. “At the time, it wasn’t talked about very much. It wasn’t seen as a critical issue for everyone in our community.”

“One of the things I’m most proud of … is the elevating that conversation.” Not only did the six candidates talk about affordable housing, she said, but so did all 15 primary candidates. The city is thousands of units behind, but Simerly said she thinks the city can come together to cope with the problem.

Haynes

“You might ask yourself why would a shy, introverted person like myself choose to run for public office. I did it because I felt compelled. I felt our city was going in the wrong direction. We’ve become a very pro-development city,” Haynes said. The brother of popular musician Warren Haynes and former owner of the one-time downtown landmark music store Almost Blue, Haynes said the city isn’t concerned enough with taking care of its residents.

“I feel like the most important role government can play is to improve the quality of life of its citizens, and the direction we are going right now, I don’t see that happening,” he said. “I think we need to take a pause on the pro-development and start to take care of the neighborhoods and people who work here.”

Hunt

Hunt, who retired from a land conservation nonprofit, listed issues that were talked about — and not — that were important. Those included poverty and education, open space, greenways and the environment, he said.

“Modernizing our transportation system, economic development, good paying jobs,” Hunt said. “I’m very passionate about all these. And my passion reflects the interest of our community.”

“I’d like to emphasize this is really hard work. Most of the work to change things comes before it is time to vote. It is about forming policy before it is time to vote. I realize that. So, that’s why I get up every day, thinking what can I do to make the city better.”

The fight over the potential park “threatens to divide us,” he said. “If we want to take on challenges with Raleigh or our transportation system, we have to learn to trust each other better and work together. And the voices and forces in this community that are trying to split us apart over this issue need to back down.”

Mayfield

The co-director of the environmental group MountainTrue said this was the important question to answer:

“As Asheville continues to grow, and we will continue to grow, how can we make sure to maintain that appeal for people who want to come here to visit and people who want to come here to live, but also how can that growth increase opportunity for the people who are already here?”

Mayfield, who is also chairwoman of the city’s Transit Committee, said that could be answered in several ways. “First, we need to make sure that we are building a city that benefits the people who live here, not just the people who come here.”

Secondly, the city needs to be more affordable, she said, and there are solutions that were talked about during the forum that would work. “The third is we need to build a transportation system that works for everyone,” she said. “What I bring to this is 25 years as a public interest attorney and advocate focused on issues of environment, land use, transportation and advocating for inclusive decision making, fairness and justice.”

Lee

“Our growth is outpacing our best efforts to steer it. And getting ahead of it is going to mean bringing the whole community together behind this idea that … our diversity of people, our quality of life are our most valuable possessions,” said Lee, who was active in the debate over New Belgium’s impact on West Asheville and is a member of the city’s Greenway Committee.

Taking care of different types of people in the community is “a measure of our fairness and our goodness as a society,” he said. The city’s diversity shows in the fact that “we’re the home of Billy Graham and the drum circle. We’re home to a historic black community,” he said. “I believe that’s how we’ve put forward so many entrepreneurs and so much creativity and so much art over the years.”

“We talk a lot about what we want to do, but sometimes we don’t talk about why. Why care about this being a city that has a place for everyone? Because it helps our bottom lines and makes us safer and better and more resilient. It makes us wiser.”

Candidate stances some forum questions:

What to do with city property on Haywood Street

Lee: The city should take the lead in making it true a public space and park.

Hunt: Sell some of it for a building but also include public space that has green space. Just a park would mean raising taxes or cutting services such as affordable housing.

Mayfield: A park, if it can happen through private funding. Otherwise, work with nonprofits or other private organizations such as Public Interest Projects to develop a low-rise building with public space. Not a parking deck, high-rise or hotel.

Young: Selling the land to a private developer means residents lose their say in what happens to the property.

Simerly: Collect ideas and make a decision on something that incorporates a public plaza. Possibilities range from a small corporate headquarters to a university arts department.

Haynes: Supports a park. The cost will be less than the one estimate of more than $4 million. Volunteers and private investment can help pay costs.

How to improve jobs and wages

Young: Concentrate on what the city’s doing right. Realize tourism is important but look for industry. Business incentives are OK, but they have to be beneficial to both parties in the long run.

Simerly: Back current 5×5 plan by Economic Development Commission of Asheville-Buncombe County to focus on quality not quantity of job creation. Continue to fight the state’s attempt to take away the city water system, which is important for brewery and other industries.

Haynes: Invest in local businesses, don’t give help or incentives to hotels owned by out-of-town corporations, such as city parking garage built under Aloft Hotel. Give incentives to local businesses.

Mayfield: Support economic development commission 5×5 plan, which is trying to bring 3,000 new jobs that pay an average of $50,000 a year by 2020.

Lee: Also supports 5×5 plan, which includes “angel investing” to raise capital to help many small businesses create a few jobs each instead of one big company to create a few hundred jobs.

In 2006, to mark the first year of recovery after Hurricane Katrina, the Sun Herald asked readers to send in names of every individual and group that came to South Mississippi’s aid. More than 5,000 names filled our voice mail and email inboxes — and we printed each one in special section to honor volunteers.

Nobel Peace Prize boosts struggling Tunisian democracy

TUNIS, Tunisia (AP) – It was the fall of 2013 and Tunisia’s newfound democracy was in grave danger. The assassination of a left-wing politician had prompted the opposition to walk out of the constitutional assembly. The government was paralyzed, the constitution unfinished and the country on the brink of war.

In nearby Egypt, which had followed Tunisia in a democratic revolution, a coup had just overthrown the Islamist government, and some sectors in Tunisia wanted to follow suit.

Then four civil society groups – the main labor union, the bar association, the employers’ association and the human rights league – stepped into the fray. Working together, they got the Islamists to agree to resign in favor of a caretaker government that would organize new elections, while the angry opposition returned to the table to complete the country’s constitution.

On Friday, that coalition – the National Dialogue Quartet – received the Nobel Peace Prize for its patient negotiating efforts, which carried Tunisia through an extended constitutional crisis and laid the groundwork for the only democracy that remains following the 2011 Arab Spring demonstrations.

The prize comes at an important time, as Tunisia faces a new crisis that is nearly as critical as the one it confronted in the fall of 2013: A pair of attacks against tourists earlier this year left more than 60 people dead, provoking fear and devastating Tunisia’s vital tourism sector, even as the faltering economy dragged support for the democratic process to historic lows.

The Nobel award also draws international attention to a region that is increasingly known more for the harrowing actions of the Islamic State group than the kind of compromise and negotiations that have allowed Tunisia to succeed.

The quartet was a long shot for the prize and none were more surprised than its actual members. Houcine Abbassi, the head of the labor union and the driving force in the 2013 negotiations, learned about the win from an Associated Press journalist.

“I am overwhelmed by this,” he said, recalling how the country had been on the brink of war. “It’s a prize that crowns more than two years of efforts deployed by the quartet when the country was in danger on all fronts.”

For months, Abbassi and his colleagues tried to convince the Islamist-led government and the opposition to sit down together and agree on a new government of technocrats to end the crisis.

Several times talks broke down but Abbassi never seemed to lose faith. In November 2013, after another walkout by the parties, he said “we do not believe in failure because the dialogue has to succeed – it is our destiny.”

In the end, despite acrimonious negotiations, the two sides agreed on a caretaker prime minister and government. Elsewhere in the region, war raged on in Syria, militias battled each other in Libya as politicians looked on helplessly and thousands were jailed in Egypt.

“(The quartet) established an alternative, peaceful political process at a time when the country was on the brink of civil war,” the Nobel Prize committee said in its citation.

In region known for violence and a belief in zero-sum power games, the quartet’s achievement in Tunisia stood out as a key Middle East exception, said Mohammed Fadhel Mafoudh, the head of the Bar Association that participated in the negotiations.

“It’s a message to all parties present in certain political conflicts, to tell them that everything can be settled with dialogue and all can be settled in a climate of peace. And that the language of weapons leads us nowhere,” he said.

The chairwoman of the Nobel committee, Kaci Kullmann Five, said the selection of Tunisia was made with a regional context in mind: “These are different countries but some of the main root causes of social upheaval often resemble each other.”

William Lawrence, the director of Middle East and North Africa for the Center for the Study of Islam and Democracy, said the prize shows the world that the democratic process is alive in Tunisia despite the twin threats of economic crisis and terrorist attacks.

“Tunisia proves that democracy is possible in the Arab world,” he said. “The international community now needs to step up and support the Tunisian government and the Tunisian people.”

Growth in 2015 for Tunisia is expected to be flat or negative while unemployment is over 15 percent and inflation has been running around 6 percent.

Lawrence’s organization estimates that the country needs some $5 billion in aid over the next few years to support an economy brought to its knees by attacks and has called for at least $800 million in aid from the U.S.

President Barack Obama had originally earmarked $134 million for Tunisia in 2015 but the Senate cut that by $50 million, though it could still be restored in conference.

Obama praised the Nobel winners on behalf of the American people.

“This brave coalition of workers, industry, lawyers and human rights advocates is an inspiring reminder that lasting peace and security can only be achieved when citizens are empowered to forge their own future and that democracy is both possible and necessary in the North Africa and the Middle East,” Obama said in a statement.

Tunisia’s revolution was sparked by the self-immolation of a young itinerant fruit seller after he was harassed by police and occurred against a backdrop of high unemployment and economic troubles that have yet to be solved by the new elected governments.

Many Tunisians complain that the revolution and democracy has brought them little improvements despite an increased freedom of expression, and young people in particular stayed away from the last election in droves.

Despite its small size, Tunisia provides the most foreign recruits to the armies of the Islamic State group, with estimates of more than 3,000 having left to fight in Syria, Iraq and Libya.

“Everyone in this country feels a heavy sense of negativity on the streets, it’s very common to hear things were better before the revolution,” said Monica Marks, a research fellow for the European Council on Foreign Relations. “Having an injection of positivity – a congratulations from the international community – is a really good thing.”

Weekend of Events Benefits High Point Economy

HIGH POINT — When people hear the name “High Point,” typically they think of furniture. Everywhere you walk in downtown, there’s a furniture store. Scott Tilley, chairman of Business High Point Inc., says the city has more to offer than just furniture.

“Retail furniture sales brought people here year-round,” said Tilley. “It’s really important for us in between markets to have events that bring people to High Point.”

Tim Mabe, president and CEO of High Point Convention and Visitors Bureau, says tourism and city leaders have done a great job of attracting new revenue streams to the area.

“The events we have this weekend alone is over a million dollar economic impact,” said Mabe.

This weekend alone there’s the Miss North Carolina USA and Miss Teen North Carolina USA pageants, then High Point University’s alumni weekend and Fall Art and Design Fest, along with the Rowing Festival Saturday.

“If the momentum keeps up that we’ve been able to bring to the city, in just a short period of just a few years, that’s going to continue to create jobs and put the feet on the street downtown,” said Mabe.

Mabe hopes this will translate into dollars at restaurants and, of course, the numerous shops downtown and around the area. Tilley hopes High Point will become known around the country for more than just its furniture.

“We need to create a quality of life here in High Point and that it’s a cool place for young people to be,” said Tilley.
