In a floor debate last month, Sen. Tom Garrett, the only senator to cast a no vote on the state budget, stood up and asked a question: “What the heck are we doing buying yurts?”

Garrett, R-Buckingham, objected to a nearly $1.5 million earmark to expand the number of yurts available for rent at Virginia state parks.
